Could Your Business Be Missing Out on Eligible VAT Refunds?

Cash flow is what keeps a business moving, and recoverable VAT is one of the quietest places it gets stuck. Money sitting with the Federal Tax Authority is money that already belongs to the business, it simply has not been asked for correctly.

A refund position is not unusual or suspicious. It is the normal result of a period where input VAT on purchases exceeded output VAT on sales.

Who Typically Ends Up in a Refund Position

  • Exporters and businesses making zero-rated supplies, who charge no output VAT but incur input VAT on costs
  • Businesses in setup or expansion phase with heavy fit-out, equipment or stock purchases
  • Construction and project businesses with front-loaded costs and back-loaded billing
  • Seasonal businesses buying inventory well ahead of a sales peak
  • Groups investing in property, plant or infrastructure

The Refund Process, Step by Step

  • File the VAT return (VAT201) through EmaraTax. The system calculates whether input VAT exceeds output VAT for the period.
  • Choose to claim rather than carry forward. A credit balance can be left to offset future liabilities, but that is a decision, not a default worth making by accident.
  • Submit the refund request on Form VAT311, with the refundable amount and the supporting transaction schedule.
  • Attach the evidence: valid tax invoices, input and output tax reports, and any documentation supporting zero-rating or exports.
  • Confirm your bank details. The IBAN registered on EmaraTax must be validated, or payment will fail even after approval.
  • Track the request and respond quickly to any information request, which pauses the review clock.

The FTA’s published review window for a complete application is generally around 20 business days, with payment following approval. Claims requiring further verification take longer. Current service details are published on the FTA website.

Why Claims Get Rejected or Delayed

Refunds are rarely refused because a business was not entitled. They are refused because the evidence does not support the number:

  • Tax invoices missing a valid TRN, a proper description, or the correct VAT breakdown
  • Attempts to recover blocked input tax, such as certain entertainment costs and some motor vehicle expenses
  • Reverse charge transactions treated incorrectly on the return
  • Ledgers that do not reconcile to the return, so the reviewer cannot trace the claim
  • Export documentation that does not evidence the zero-rating applied
  • Claims left too long, recent amendments to the VAT legislation have tightened the window for recovering historic input tax, so old credits should be reviewed now rather than parked

Almost all of these are bookkeeping issues rather than tax issues. Clean bookkeeping and disciplined financial reporting are what make a refund claim straightforward.

Treat It as a Cycle, Not a Year-End Exercise

Every dirham sitting unnecessarily with the authority is a dirham not funding stock, payroll or growth. Businesses that review their VAT position each quarter recover faster, correct errors while the records are fresh, and avoid the scramble of reconstructing a year of invoices under time pressure.

That review becomes more important as UAE e-invoicing is phased in, since structured invoice data will make inconsistencies far more visible than they are today.

Frequently Asked Questions

How long does a VAT refund take in the UAE?

The FTA generally reviews a complete application within around 20 business days, with payment made shortly after approval. Requests for additional information pause that period, and complex claims take longer.

Which form is used to claim a VAT refund?

Form VAT311, submitted through the EmaraTax portal after the relevant VAT return has been filed and a credit balance identified.

Can we carry the credit forward instead of claiming it?

Yes. A credit balance can be carried forward to offset future VAT liabilities or penalties. That suits businesses expecting a payable position soon; it is less suitable where cash is tight.

What input VAT cannot be recovered?

Blocked input tax cannot be recovered. This includes certain entertainment expenses and some motor vehicle costs where there is personal use, along with any VAT not supported by a valid tax invoice.

Can a business without a UAE establishment reclaim UAE VAT?

Eligible foreign businesses can reclaim UAE VAT under a separate annual scheme, subject to FTA conditions including reciprocity and minimum claim values. The process and deadlines differ from ordinary business recovery.
