Choosing Your Business Activity in Dubai: The Field That Decides Everything Else
The activity listed on your business license in Dubai looks like an administrative field something a consultant fills in while you think about the real decisions.
It is closer to a load-bearing wall. Almost everything downstream follows from it, and the cost of getting it wrong surfaces months later, when it is expensive to move.
Your Activity Decides Which Business License Dubai Will Issue
The activity and the license are not the same thing. The activity is what you may do; the license is the route through which that permission is issued. Pick the activity and the type follows:
- Commercial buying and selling goods or services: trading, import and export, logistics
- Professional services resting on intellectual or technical skill, which may require evidence of qualifications
- Industrial manufacturing, processing, packaging and assembly, which can trigger facility, environmental and civil defence requirements
- E-Trader for eligible individuals and home-based online sellers, with restricted eligibility and legal forms
- Dual license lets eligible free zone businesses extend specified operations onto the mainland
Structure and license type interact, which is why this sits alongside the free zone or mainland question in our guide to business setup in the UAE.
DET Approves by Code, Not by Description
The register held by the Department of Economy and Tourism runs to thousands of licensable activities, and approval is granted against a code, not a description of what you do.
That matters more than it sounds. Two activities that read almost identically in English can sit in different categories, carry different approvals and permit different things. Describing your business accurately to a consultant is not the same as selecting the right code and only the code binds.
The Approvals Sitting Behind Certain Activities
Some activities cannot be licensed until another authority approves you. DET will not issue until that clearance exists, so one activity choice can add a regulator and a timeline to your setup:
- Healthcare: Dubai Health Authority
- Training and education: Knowledge and Human Development Authority
- Legal consultancy: Government of Dubai Legal Affairs Department
- Real estate brokerage: Dubai Land Department and RERA
- Food businesses: Dubai Municipality
- Financial services: Central Bank of the UAE or the Securities and Commodities Authority
- Transport: Roads and Transport Authority · Security services, SIRA · Media, UAE Media Council
Standard activities can clear in days. A regulated one can take weeks or months, and it is the activity, not the structure, that decides which you are in.
How Many Activities One License Can Hold
There is no dependable universal maximum. DET assesses each combination against the primary activity, the classification group, the legal form, the premises, and the approvals involved.
What holds consistently is that activities generally sit within a single category. Where a proposed combination crosses categories, the practical route is often a second license or a restructuring rather than a simple amendment though that depends on the specific activities and the authority. Free zones set their own limits, commonly bundling a few activities and charging per addition.
Where the Wrong Activity Surfaces Later
- At the bank. Compliance compares the licensed activity against the business you describe. A mismatch commonly triggers further scrutiny and can cost you the application, see our guide to opening a corporate bank account
- On your invoices. Billing for work outside your licensed activity is a licensing problem, not a technicality
- In your visa, planning. The quota follows your premises, but the ratio applied to that space can differ between service and industrial activities
- At amendment. Adding or changing an activity means fees per activity, a possible MOA amendment, and the regulator’s timeline where the new activity is regulated
- With the FTA. A change to your business activity must be notified to the Federal Tax Authority within 20 working days, and this applies to registrants for corporate tax, VAT and excise alike, so almost every UAE company is caught
None of these cost much to avoid at the start. All of them cost to fix later, the same pattern as the cost layers in our guide to the cost of business setup in Dubai.
How nAlyze Helps
We map what you actually intend to do onto the right codes before anything is filed, identify which approvals that triggers and how long they take, and make sure the license survives the bank’s review. See our company formation and PRO services, or the official Invest in Dubai portal.

Frequently Asked Questions
How many activities can one Dubai license hold?
There is no reliable universal maximum. DET assesses each combination, and activities generally sit within a single category. Free zones apply their own limits, often bundling a few and charging per addition.
Can I change my business activity later?
Yes, through a license amendment with DET or your free zone authority. Expect fees per activity, a possible MOA amendment, and where the activity is regulated, the approving authority’s timeline before DET will process it.
What happens if I operate outside my licensed activity?
You are trading outside the scope of your license; a compliance matter, not a grey area. It tends to surface at the worst moment: a bank review, a renewal, or a client’s due diligence.
Which activities need approval from another authority?
Regulated sectors including healthcare, education, legal services, real estate, food, financial services, transport, security, and media. DET will not issue the license until the relevant authority has cleared you.
Does my activity affect my corporate bank account application?
Significantly. Banks check the licensed activity against the business you describe and the transactions you expect. A mismatch commonly triggers additional scrutiny, and in some cases costs the application.
Do I need to tell the FTA if my business activity changes?
Yes, within 20 working days. The duty covers registrants for corporate tax, VAT and excise, and a change to your primary business activity is explicitly listed among the changes that must be reported. It is easily missed because it sits with the tax authority rather than the licensing authority.
